Cron-style jobs for Baldim with distributed locking, retries, timeouts, execution history, and coordinator election.

The scheduler uses Baldim's provider-neutral plugin storage for execution locks. In a distributed deployment, only the elected coordinator schedules timers and a lock prevents duplicate execution.
