Optimize Toolset

I’ve always been into building performant and accessible sites, but lately I’ve been taking it extremely seriously. So much so that I’ve been building a tool to help me optimize and monitor the sites that I build to make sure that I’m making an attempt to offer the best experience to those who visit them. If you’re into performant, accessible and SEO friendly sites, you might like it too! You can check it out at Optimize Toolset.

About

Hi, 👋, I’m Ryan Hefner  and I built this site for me, and you! The goal of this site was to provide an easy way for me to check the stats on my npm packages, both for prioritizing issues and updates, and to give me a little kick in the pants to keep up on stuff.

As I was building it, I realized that I was actually using the tool to build the tool, and figured I might as well put this out there and hopefully others will find it to be a fast and useful way to search and browse npm packages as I have.

If you’re interested in other things I’m working on, follow me on Twitter or check out the open source projects I’ve been publishing on GitHub.

I am also working on a Twitter bot for this site to tweet the most popular, newest, random packages from npm. Please follow that account now and it will start sending out packages soon–ish.

Open Software & Tools

This site wouldn’t be possible without the immense generosity and tireless efforts from the people who make contributions to the world and share their work via open source initiatives. Thank you 🙏

CLI for EU AI Act + EAA compliance assessment

Readme

@eucompliance/cli

Command line tool for EU AI Act and European Accessibility Act compliance.

Classify an AI system, generate an accessibility impact assessment, produce a Fundamental Rights Impact Assessment, or get all three in one report. No account, no API key, no data leaves your machine.

npx @eucompliance/cli classify "Automated CV screening and candidate ranking for recruitment"
  Risk Level: HIGH
  Confidence: 65%
  Accessibility: REQUIRED (Article 16(l))

Reasoning: System matches 1 high-risk category under Annex III:
  4. Employment, workers management and access to self-employment.

  Obligations:
    - Implement risk management system (Article 9)
    - Establish data governance practices (Article 10)
    - Prepare technical documentation per Annex IV (Article 11)
    - Enable automatic event logging (Article 12)
    - Ensure transparency and provide information to deployers (Article 13)
    - Implement human oversight measures (Article 14)
    - Achieve appropriate accuracy, robustness, and cybersecurity (Article 15)
    - Ensure accessibility per EAA and EN 301 549 (Article 16(l))
    - Register in EU database before placing on market (Article 49)
    - Conduct conformity assessment (Article 43)

Why this exists

Article 16(l) of the EU AI Act requires high-risk AI systems to meet the accessibility requirements of the European Accessibility Act and EN 301 549. AI governance tools do not cover accessibility. Accessibility tools do not cover AI governance. This toolkit sits in that gap.

Commands

classify

Rule-based risk classification against Annex III categories and Article 5 prohibited practices. Deterministic, offline, no dependencies.

npx @eucompliance/cli classify "Credit scoring system for loan approval"

aaia

AI Accessibility Impact Assessment. Maps the obligations that apply to your system onto the specific EN 301 549 clauses that operationalize them, with concrete actions.

npx @eucompliance/cli aaia \
  --name "Resume Screener" \
--purpose "Automated CV screening and candidate ranking" \
  --interface web

Sample output:

  [CRITICAL] Operable parts (EN 301 549 5.5)
Article 14 requires human oversight. Override and stop controls
must be accessible to users with motor disabilities.
    - Ensure stop/override button is keyboard accessible (Tab + Enter/Space)
    - Button must have minimum 44x44px touch target
    - Must not require tight grasping, pinching, or twisting of the wrist

fria

Fundamental Rights Impact Assessment, based on the DIHR and ECNL framework. Required under Article 27 for certain deployers of high-risk systems.

npx @eucompliance/cli fria \
  --name "Benefits Eligibility Scorer" \
--purpose "Automated eligibility assessment for social benefits" \
  --org "City Council" \
  --sector "public administration" \
  --country "Spain" \
  --scale regional \
  --public-sector

report

Runs classification, AAIA and FRIA together and prints a combined compliance report.

Options

| Option | Applies to | Description | |---|---|---| | --name | aaia, fria, report | AI system name | | --purpose | aaia, fria, report | What the system does | | --interface | aaia, report | web, mobile, desktop, api, conversational, embedded | | --org | fria, report | Deployer organization | | --sector | fria | Sector of deployment | | --country | fria | Country of deployment | | --scale | fria | local, regional, national, eu-wide | | --public-sector | fria | Flag as public sector deployment |

What this is not

This tool does not give legal advice and its output is not a conformity assessment. It is a starting point that turns a regulation into a concrete checklist, so that a human expert spends their time on the hard parts rather than on the inventory.

Classification is rule-based and errs toward flagging. Always review the result before acting on it.
