chi-sync

Settled-turn sync is deliberately blocking: Pi returns prompt control only when the turn is durably acknowledged or Chi has shown a failure. The footer shows the active phase, changes to a live elapsed-time warning after three seconds, and reports phase timings for slow runs. Secret scanning executes one asynchronous scanner process per upload batch, with one temporary file per record so findings can be quarantined without N per-record scanner launches. The cursor never advances on scanner or upload failure.

Open items

• /sync right after auto-sync reports not synced: no-complete-records, which reads like a failure when it actually means the settled-turn upload already ran. Proposal: report "already synced" when the cursor is at EOF with acked records. One-line change pending agreement.
