SkillDirectory implements SkillTree: standard entry metadata, resource names, and ByteSource access. Consumers can compose package files and generated resources through that same interface without manufacturing a directory.

The consumer owns installation, enablement, invocation permissions, and model presentation. See SPEC.md for the loader contract.
