AWS KMS asymmetric ECDSA-P256 signer for the Pangolin audit seal. Implements the Signer seam from @quarry-systems/pangolin-core — sole owner of @aws-sdk/client-kms so that pangolin-core and pangolin-verify remain SDK-free.
