Shared utilities across the @soppy-vue/* packages.

Contains general helpers (extend, isObject, ...), shared type definitions, internal ReactiveFlags constants and type guards. This package has no dependencies on the other @soppy-vue/* packages, sitting at the bottom of the dependency chain.
