Temporary shared UI hub for Treasury before the true monorepo merge.

Current Role

• packages/ui-next is the active shared styled-components package.
• Admin is the first consumer and validation surface.
• Discovery is the next target for reusable primitive pooling.
• The UI repo should describe reusable components and extraction work, not redefine Treasury platform architecture or env policy.

1. Keep ui-next stable for current consumers.
