How It Works

1. Before an action: Call govern_action with the agent ID, action type, and description
2. DingDawg evaluates: Capability check + policy evaluation + risk assessment
3. You get a receipt: Signed proof that the action was governed, with decision and conditions
4. Audit anytime: Call audit_trail with the receipt ID or agent ID to see the full chain
