Use maskinporten-mock and endpoint overrides for local development and CI.

Before real Maskinporten

Read ../../docs/prerequisites.md. Real access requires a Norwegian organisasjonsnummer, Samarbeidsportalen/Digdir setup, a signing key, a registered client_id, and scopes granted by the API owner.
