Commands requiring Python 3.11+

Two commands invoke the bundled Python canon · install Python ≥ 3.11 and dependencies:

The CLI auto-detects Python in this order: PREDATORS_PYTHON env var → repo .venv/ (dev mode) → python3 → python.
